Probable Cause
On June 2, 2023, the Baxter Police Department began investigating an allegation that Child A (fully identifed in police reports), 13 years old with a date of birth of 11/19/2009, may have been a victim of a sexual assault. On June 28, 2023, Child A was interviewed at the Family Advocacy Center. Child A stated that she was touched in a sexual manner by her sister's husband, Ryan James Blum, DOB: 08/16/1996, hereinafter defendant. Child A stated that all of the sexual abuse occurred when she would spend the night at her sister's residence located on Jewelwood Drive, city of Baxter, Crow Wing County, state of Minnesota. Child A and her mother lived in a residence located on Clearwater Road, city of Baxter, Crow Wing County, from approximately August 2019 through August 2020, and that all incidences of sexual abuse occurred during this one year time frame. In or about August 2020, Child A, her mother and her brother moved into her sister's and defendant's residence on Jewelwood Drive. Child A stated that the abuse ceased after she moved into defendant's residence. Child A, her mother and brother moved out of defendant's residence in May 2022. Child A stated that prior to living with her sister and defendant, Child A frequently slept over night at their house. Child A stated that she would sleep on the couch in the upstairs living room when she slept over. Child A stated that on multiple occasions the defendant would come to the couch when she was sleeping. The other people in the residence would be asleep. He would touch her with his hands. Child A stated that the defendant would place his hand under her underwear and touch her vagina and buttocks with his hands. On one occasion he used his hand to penetrate her vagina. He also would place his hand under her shirt and touch her breasts. Child A believed she was between 8 and 10 years old when these acts of abuse took place. Child A stated she believed the defendant had a bad alcohol problem.
On August 23, 2023, Baxter Police Sgt. Sofie spoke with CJB (fully identifed in police reports). CJB is the sister of Child A and the wife of the defendant. CJB stated that Child A and her mother lived with her family for over a year until May 3, 2023. CJB stated that the defendant and Child A seemed to have a closer type relationship. She did not witness any inappropriate touching between them. CJB stated that the defendant was drinking a lot which is partly why they split up.
